Who has the right to use the Arctic land?

Ethical guidelines on the use of Arctic land and landscape reveal a lot about the values and principles at play. Whose values are they, and is it possible to put the ethical guidelines into practice? How successful is the coordination of different types of land use in the Arctic? Is there enough information and political will to reconcile the different interests, and what are the major challenges?
The Rovaniemi Arctic Spirit Conference in Rovaniemi on November 14-16
will discuss land use issues from the perspective of sustainable
development. On Thursday November 16, there will be two debates on the
theme "People in the Arctic: Sustainable Development and Modes of Land
Use".
In the first part, "Reconciliation of different land users'
interests," scientists and stakeholders will discuss issues related to
balancing the different types of land use in the Arctic, such as mining,
forestry and reindeer husbandry, and the interests of the different
actors in land use issues. Seija Tuulentie, Senior Scientist at the
Natural Resources Institute Finland (Luke) will chair the debate
In
the second part, “The importance of ethical guidelines for Arctic
peoples and extractive industries” the theme of the discussion will be
the ethical guidelines of the extractive industry and what control the
indigenous peoples have concerning the industries using the land in the
Arctic region. Research professor Florian Stammler and Sámi politician,
researcher Sven Roald Nystø have invited experts and researchers into
the panel.
The main theme of the Rovaniemi Arctic Spirit
conference is combining the UN's sustainable development goals with
Arctic cooperation. The first day of the conference focuses on Arctic
science, politics and economics from the point of view of the UN's
sustainable development goals. The main theme of the second day is -
alongside sustainable development - life in the Arctic. The conference
organizers are the Arctic Centre at the University of Lapland and the
City of Rovaniemi.

Kenellä on oikeus käyttää arktista maata?
Eettiset ohjeet arktisen maan ja maiseman käytöstä paljastavat paljon arvoista ja periaatteista. Mutta kenen arvoista on kyse ja soveltuvatko eettiset ohjeet käytäntöön? Entä kuinka menestyksekästä eri maankäyttömuotojen yhteensovittaminen on ollut arktisella alueella? Onko olemassa tarpeeksi tietoa ja poliittista tahtoa intressien yhteensovittamiseksi, ja mitkä siinä ovat suurimmat haasteet?
Rovaniemi Arctic Spirit –konferenssissa 14.-16.11.2017 Rovaniemellä keskustellaan maankäyttökysymyksistä kestävän kehityksen näkökulmasta. Torstaina 16.11. järjestetään kahden keskustelun sarja “People in the Arctic: Sustainable Development and Modes of Land Use”.
Ensimmäisessä osassa ”Reconciliation of different land users’ interests” tutkijat ja eri sidosryhmät keskustelevat arktisen alueen maankäyttömuotojen, kuten kaivostoiminnan, metsätalouden ja poronhoidon yhteensovittamisen kysymyksistä ja pohtivat eri toimijoiden etuja ja intressejä maankäyttökysymyksissä. Keskustelua johtaa Luonnonvarakeskuksen erikoistutkija Seija Tuulentie.
Toisessa osassa ”The importance of ethical guidelines for Arctic peoples and extractive industries” keskustellaan kaivannaisteollisuuden eettisistä ohjeistuksista ja alkuperäiskansojen sananvallasta suhteessa arktisen alueen maata käyttävään teollisuuteen. Tutkimusprofessori Florian Stammler ja saamelaispoliitikko, tutkija Sven Roald Nystø ovat kutsuneet paneeliin asiantuntijoita ja tutkijoita.
Rovaniemi Arctic Spirit -konferenssin pääteemana on YK:n kestävän kehityksen tavoitteiden yhdistäminen arktiseen yhteistyöhön. Ensimmäisen konferenssipäivän ohjelma painottuu arktiseen tieteeseen, politiikkaan ja talouteen YK:n kestävän kehityksen tavoitteiden näkökulmasta. Toisen päivän pääteemana on kestävän kehityksen ohella elämä arktisella alueella. Konferenssin järjestelyistä vastaa Lapin yliopiston Arktinen ja Rovaniemen kaupunki.
